Missouri Brownfields Revolving Loan Fund
In 2005, the Environmental Improvement and Energy Resources Authority (EIERA) was awarded a $1 million grant to capitalize a revolving loan fund from which the EIERA will provide loans and sub-grants to support cleanup activities for sites contaminated with petroleum, hazardous and controlled substances, as well as mine-scarred lands. The EIERA will work with the Missouri Department of Natural Resources Brownfields Voluntary Cleanup Program to support cleanup activities at both hazardous substance contaminated sites and petroleum contaminated sites.
Opportunities
Any public (except the state) or private entity can be eligible for loans to pay for the cleanup of brownfields properties. Sub-grants are limited to political subdivisions and non-profit corporations. Eligible properties are those that meet the definition of a brownfield in the Brownfields Law -- as long as there is a suspicion of environmental contamination and the site is underutilized, it can be considered a brownfield. The program is particularly interested in projects that will positively impact smaller cities, both rural and suburban.
Under federal law, parties liable for contamination under Section 107 of CERCLA may not receive funding under this program. In addition, properties falling under certain exclusions of the brownfield definition are ineligible. EIERA staff will use the most recent version of EPA’s Proposal Guidelines for Brownfields Assessment, RLF, and Cleanup Grants to determine applicant and property eligibility under CERCLA. Information from the application, state and federal databases and records will be used to confirm eligibility. In some circumstances, staff may need to confer with EPA to make a final eligibility determination.
Availability
There is no maximum principal amount for loans and the maximum interest rate for loans will not exceed 3%. Sub-grants may not exceed $100,000 and will require redevelopment plans that provide for non-profit or green space use, incorporate green design, use existing infrastructure, address environmental justice issues and/or demonstrate that the project meets the needs of a community unable to draw on other resources. Sub-grants will only be awarded in extraordinary situations.
Selection Criteria
Applications are evaluated with consideration to factors such as the likelihood and extent of environmental contamination, community need, the likelihood of redevelopment, the nature of the redevelopment plans and community outreach efforts.
Application Process
A brief Pre-Application enables the EIERA to determine site and applicant eligibility. Once this is done, the EIERA will invite a full application providing details of the cleanup to be conducted and the redevelopment plans. The full application is reviewed by a multi-disciplinary team and their funding recommendations are forwarded to the EIERA board for full approval. Final approval is contingent on agreement from the EPA. Prior to full execution of funding documents, applicants must apply to the Missouri Brownfields Voluntary Cleanup Program.
