General Provisions for State Energy Office and Energy Supply Emergency Plan

The Energy Center is responsible for assessing the impact of national energy policies on Missouri's supply and use of energy in consideration of the citizens' public health, safety and welfare. The center will consult with, and monitor and analyze research of all interested agencies and institutions, governmental and non-governmental, public and private, on matters of energy research and development, management, conservation and distribution, in order to plan for the future energy needs of Missouri. The center provides public education and information in energy-related areas, and prepares plans for reducing energy use in the event of an energy or other resource supply emergency.

Energy Efficiency in State Facilities

The Energy Center is required to evaluate, based upon life-cycle cost factors and minimum energy efficiency standards, design and construction documents for all new construction or major renovation of any state building when major energy systems are involved. The center and the Office of Administration submit an annual joint report to the House committee on Energy and Environment, the Senate committee on Energy and Environment, and the Governor on the identification, planning and implementation of energy efficiency projects in state buildings.

Wood Energy Tax Credit

A Missouri wood energy producer is eligible for a tax credit of five dollars per ton of processed material. The credit may be claimed for a period of five years and is to be a credit against the tax otherwise due. The Energy Center evaluates the tax credit applications and certifies to the Department of Revenue each applicant that qualifies as a wood energy-producing facility. Download the application form.

State Fleet Fuel Efficiency and Clean Fuels

The Energy Center is required to develop and implement a program to reduce fuel consumption, improve fleet management and promote the use of alternative fuels. Each state agency implements a vehicle fleet energy conservation plan and provides an annual report to the center charting its progress toward this goal. The center then reports this progress to the legislature. The Missouri Ethanol and Other Renewable Fuel Sources Commission was created to promote the continued production and use of ethanol and other renewable fuel sources in Missouri.

Missouri Propane Education and Research Act

The Energy Center is responsible for establishing the Missouri Propane Education and Research Council. The council is comprised of six members representing producers of propane; six members representing retail marketers of propane; two members representing manufacturers and distributors of gas use equipment, wholesalers or resellers, or transporters; and one public member. The council recommends regulations for propane producers and marketers. In the case of violations, the council would investigate and assess penalties. The council develops and implements programs of research, development, education and marketing, and coordinates its activities with industry trade associations to provide efficient delivery of services and to avoid unnecessary duplication of activities.

Energy Loan Program

The Energy Center administers loans to schools and local governments for the purpose of financing all or a portion of the costs incurred in implementing an energy conservation project. The center reviews applications and rewards loans beginning with the lowest payback score and continuing in ascending order to the highest, until all available program funds have been obligated within any given application cycle. Each borrower must submit an annual report, which includes computing the actual energy cost savings resulting from the implementation of the energy conservation project financed by the loan. The loan is repaid with interest, and the payments come from the energy-cost savings resulting from the project.

State Fleet Biodiesel Incentive Program

The program is an EPAct credit banking and selling program to allow state agencies to the moneys generated by the sale of EPAct credits to purchase biodiesel fuel for use in state vehicles. The "Biodiesel Fuel Revolving Fund" will be managed to maximize benefits to the state in the purchase of biodiesel fuel and, when possible, to accrue those benefits to state agencies in proportion to the number of EPAct credits generated by each respective agency. Moneys deposited into the fund shall be used to pay for the incremental cost of biodiesel fuel with a minimum biodiesel concentration of B-20 for use in state vehicles and for administration of the fund.
