The Missouri Department of Natural Resources's Energy Center approved more than $1.9 million in
low-interest loans for the FY2008 round of the Energy Loan Program. Throughout Missouri, six school districts and four county and city governments will use the loans to make energy-efficiency improvements to save more than $166,000 annually on their energy costs.

Since 1989, the Energy Center has loaned more than $80 million throughout Missouri. The cumulative energy savings resulting from more than 478 energy loan-financed projects are estimated at more than $146 million. Eligible loan applicants are schools, local governments, colleges and universities.

2009 Energy Loan Application Cycle Notification

The Missouri Department of Natural Resources is offering $3.8 million dollars in low-interest loans to fund energy efficiency improvements and projects in the public sector. Eligible applicants include K-12 public schools, public higher education facilities and city/county governments. Applications will be accepted between June 1 and Oct. 15. This is a competitive loan cycle and loans will be awarded by Dec. 31. The maximum loan award to any applicant will be $1 million.

Loans will be used to implement cost-effective energy-efficiency projects such as HVAC upgrades, new lighting, insulation, window replacement/reduction or any improvement that will result in reduction of energy cost or consumption.  The loans are paid back through yearly energy savings.  

Interest Rates

Because of the dynamics in today's financial markets and to provide our applicants with below-market borrowing costs, the department is implementing a new method for establishing loan interest rates.  Interest rates for these loans will be established in early December and will be set one-half of one percent below the 20-Bond Index interest rate.  This index is an average of 20 municipal general obligation bonds with a rating of approximately Aa2.  The 20-Bond Index interest rate is published weekly by the The Bond Buyer, a newspaper of public finance.  This index will serve as the benchmark against which interest rates for the Energy Center’s energy-efficiency loans will be set.  For example, the 20-Bond Index interest rate for the week of April 28, 2008, is 4.68 percent.  If the Energy Center were preparing loan agreements this week, the interest rate for all loans would be 4.18 percent.
