Regulatory Impact Report for Missouri Risk-Based
Corrective Action rulemaking effort up for public comment

A Regulatory Impact Report for the proposed rulemaking to implement the Missouri Risk-Based Corrective Action guidance document is available on the Web. Comments on the Regulatory Impact Report will be accepted until Monday, Dec. 29. For more information, visit the Rules in Development Web page.

Missouri Risk-Based Corrective Action Workshop

A Missouri Risk-Based Corrective Action, or MRBCA, Workshop was held Oct. 9 in Jefferson City. The workshop covered the content and structure of the current Risk-Based Corrective Action rulemaking efforts and the revisions to the Tanks Risk-Based Corrective Action guidance document. Cameron Environmental Investigation

Missouri Department of Natural Resources is currently involved with an environmental investigation at the city of Cameron and the immediate surrounding area. The department has tested the public water supply and found nothing of concern. Plans are in place for additional testing at the former Rockwool Industries site and other areas. More...

Underground Storage Tank Inspections

The new underground storage tank inspection program will meet the inspection cycle requirements outlined in the 2005 Energy Policy Act that stipulates all facilities, regardless of financial responsibility mechanism, must be inspected every three years.  The new inspection program will include the contract inspections, as well as department conducted inspections

Additional Information Added to List of Hazardous Waste Generators Inactivated for Non-compliance Issues

The Department of Natural Resources has added additional fields to the downloadable report of generators that have been administratively inactivated for failure to complete reporting requirements or failure to pay applicable fees.  This additional information includes the date each generator was administratively inactivated and the date the downloadable report was last updated.

To view this list, click on the link below which takes you to the Hazardous Waste Program’s home page.

Then roll your cursor over the list of subjects in green on the left side of the screen to the subject titled “Data Downloads” and click on “Deactivated Waste Generators” from this list of report names.

You may then chose from the following list of reports to view or download:

  • A printable PDF list of generators by EPA Identification Number;
  • A printable PDF list of generators by company name; of
  • A comma-delimited ACSII file which can be downloaded and imported into your data base.

Licensed Hazardous Waste Transporters Now Available Online

The Missouri Department of Natural Resources has recently made available an electronic list of licensed hazardous waste transporters. The list will be updated monthly to reflect any changes in licensed transporters. The list can also sort transporters by name, state, transporter identification, etc. by clicking the top of each column. If you have any questions regarding hazardous waste transporters, please contact Jennifer Johnson of the department's Compliance and Enforcement Section at 573-751-7560.

Registration Forms Now Available Online

Hazardous waste generators, transporters and treatment, storage and disposal facilities as well as others who must register with the department's Hazardous Waste Program now have a fill-in able Web based online form available.

This registration form, officially titled the Notification of Regulated Waste Activity E-form, can be accessed at the department's Online Services page.  This form can be completed on your computer, then printed or saved to your computer for printing later.

West Lake Landfill, Bridgeton

The U.S. Environmental Protection Agency has drafted a Proposed Plan for the West Lake Landfill that will address two areas at the site.  The areas are operable units 1 and 2.

Hazardous Waste Fee Changes

Senate Bill 225 was passed during the 2005 legislative session and made a number of significant changes in the Hazardous Waste law dealing with the regulation of generators. Those changes include:

  • Out-of-state generators who bring waste into Missouri are no longer required to register, report or pay fees directly to the Hazardous Waste Program;
  • Two fees previously assessed on hazardous waste, the Category Fee and Generator Fee, were eliminated and replaced by a single fee;
  • Establishes a fee to be paid by Missouri treatment, storage and disposal facilities on all hazardous waste they receive from generators located outside of Missouri;
  • Establishes a sunset date of December 31, 2011 for the hazardous waste fees under the new structure;
  • Establishes a fee of fifty cents for each lead-acid battery sold at retail to be paid by consumers and collected by retailers. Specifies a sunset date of June 30, 2011 for this fee; and
  • Establishes that the Department of Natural Resources will request general revenue funding from the legislature for any state match obligation owed to the U. S. Environmental Protection Agency for cleanup work at Superfund sites in Missouri.
Implementation of these changes within the Department of Natural Resources has already begun. These statutory changes will require development of certain new rules as well as modification of some existing ones.

50-cent Lead-Acid Battery Fee

Beginning Oct. 1, 2005, Missouri State Law requires a 50-cent battery fee be added to the purchase price of every lead-acid battery 6-volts or greater. Batteries purchased for agricultural use are exempt from the fee. This fee will help support Missouri's hazardous waste cleanup efforts.
