Protecting the Public through Drinking Water Infrastructure Improvements
Congress established the Drinking Water State Revolving Loan program in 1996 under the Safe Drinking Water Act to provide states with a financing mechanism for ensuring safe drinking water to the public.  States developed a priority system for funding projects based upon three criteria from the Safe Drinking Water Act.  Priority is given to eligible projects that address the most serious risk to human health, ensure compliance with the requirements of the Safe Drinking Water Act and assist systems most in need, on a per household basis, according to state-determined affordability criteria.
