Since 1989, Missouri's State Revolving Fund has provided more than $1.13 billion dollars to 300 of our communities for wastewater treatment and drinking water facilities. Towns and cities across the state were able to save more than $350 million dollars in interest. In addition to that, projects financed by the fund resulted in the creation of nearly 9,000 jobs. Missouri's State Revolving Fund ranks as one of the top five in the nation.

The State Revolving Funds, or SRF, provide low-interest loans to communities for wastewater and drinking water infrastructure projects. Projects may be new construction or the improvement or renovation of existing facilities.

The U.S. Environmental Protection Agency grants the "seed money" for these funds to the Department of Natural Resources and the department, in turn, distributes the money, as low-interest loans, to communities that need assistance to complete their projects. Loans are made based upon a community’s demonstration of the environmental need and financial capability to repay the loan.

As the loan recipients repay the state, that money is recycled, or revolved, into new loans for other communities.
