HOSTS PUBLIC MEETING JULY 31 IN OSAGE BEACH

JEFFERSON CITY, MO, JULY 24, 2008 -- The Missouri Air Conservation Commission will hold a public meeting at 9 a.m. on July 31 at the Inn at Grand Glaize in the Grand Ballroom, Highway 54 and Lake Road 40, Osage Beach.
At this meeting, the commission will hear routine reports from department staff regarding permits, operations and enforcement actions. A public hearing will also be held on the Time Schedule for Compliance rule rescissions for 10 CSR 10-2.150, 10-4.140 and 10-5.250. These rule rescissions are being proposed to remove requirements for initial compliance dates that were established more than 30 years ago. These requirements are obsolete and no longer needed.
Amendment 10 CSR 10-6.110, Submission of Emission Data, Emission Fees and Process Information will also be presented at the public hearing. This proposed amendment will amend the threshold for emission changes that would require small sources to submit a complete Emissions Inventory Questionnaire, rather than a short form, in interim reporting years. It would also update the fee collection language to remove reference to an annual adjustment because it is no longer required by statute.
In addition, staff will recommend amendments 10 CSR 10-6.070, New Source Performance Regulations, and 10 CSR 10-6.075, Maximum Achievable Control Technology Regulations, for adoption. These proposed amendments incorporate by reference two new 40 CFR part 60 and part 63 subparts finalized between July 1, 2005, and June 30, 2006. Amendment 10 CSR 10-6.080, Emission Standards for Hazardous Air Pollutants, will also be presented for adoption to administratively update the rule to the most current federal regulation publication date.
The proposed documents are available for review at the Department of Natural Resources' Air Pollution Control Program, 1659A E. Elm St., Jefferson City, and on the Public Notice section of the department's Web site at www.dnr.mo.gov/env/apcp/index.html.
The department requests people intending to give verbal presentations on the proposed rule actions also provide a written copy of their testimony to the commission secretary at the time of the public hearing. The department also will accept comments until 5 p.m. on Aug. 7.
